NPHCDA, Innovius Nigeria, and IMPACT Project Train Financial Officers in Ondo to Boost PHC Accountability

In a strategic move to improve transparency and strengthen accountability mechanisms within Nigeria’s primary healthcare system, the National Primary Health Care Development Agency (NPHCDA), in collaboration with Innovius Nigeria and the IMPACT Project, organized a two-day residential training programme for Performance and Financial Management Officers (PFMOs) in Ondo State.

The training, held at Grand Capital Hotel, Alagbaka, Akure, brought together 18 PFMOs—one from each of the 18 Local Government Areas in the state—under the theme: “Equipping PFMOs for Effective Financial and Performance Accountability at the PHC Level.”

The programme aimed to enhance the capacity of these officers to monitor, verify, and accurately report on operational, financial, and service delivery performance at Primary Health Care facilities under the Basic Health Care Provision Fund (BHCPF) scheme.

In his opening remarks, Mr. Adeoye Adetunji, Ondo State Coordinator for NPHCDA, emphasized the importance of equipping PFMOs with the right tools and skills for effective service delivery.

“Our focus is on strengthening Primary Health Care from the foundation. Financial integrity and performance accountability are critical for ensuring that funds allocated for the health of the people are properly utilized,” he said.

The national facilitator, Mr. Fadipe, took participants through key performance indicators (KPIs), data verification processes, and financial compliance expectations aligned with BHCPF guidelines. He encouraged the officers to adopt a culture of evidence-based reporting and active supervision at the facility level.

Ms. Bisola Bello, State Lead for Innovius Nigeria, described the training as a timely intervention aligned with Nigeria’s push for a resilient and accountable PHC system.

“We are investing in the people who directly oversee PHC operations,” she said. “Their role is crucial in ensuring the Basic Health Care Provision Fund has a real impact on the lives of Nigerians.”

Also speaking, Dr. P.K. Omode, IMPACT Project Manager in Ondo State, reaffirmed the project’s commitment to supporting government-led initiatives to improve service delivery and foster public trust in the health system.

Mr. Thompson, the BHCPF Desk Officer for Ondo State, provided an overview of fund flow mechanisms and stressed that proper documentation, timely reporting, and transparency are essential to sustaining the BHCPF’s objectives.

Participants commended the organizers for the highly engaging sessions and pledged to apply the knowledge gained to improve financial and performance accountability across their respective LGAs.

With this intervention, Ondo State takes another bold step toward revitalizing primary healthcare delivery and rebuilding trust in the system at the grassroots level.
