NPF, CLEEN Foundation Begin Second Phase Training for Police PROs on Behaviour Change, GBV Prevention

The Nigeria Police Force has commenced the second phase of a strategic training for its Public Relations Officers (PPROs) nationwide, with a renewed focus on social and behavioural change communication and gender-based violence (GBV) prevention.

The initiative, held in collaboration with the CLEEN Foundation, kicked off on Monday, July 8, 2025, in Ikeja, Lagos, and is expected to run until Thursday, July 10. The first leg of the programme was previously conducted in Kaduna from June 24 to 26.

Declaring the session open, the Inspector-General of Police, Kayode Adeolu Egbetokun, Ph.D., NPM, was represented by the Lagos State Commissioner of Police, CP Oluhundare Jimoh Moshood. In his address, the IGP underscored the importance of effective communication in law enforcement, especially in fostering transparency, public trust, and behavioural change.

“The Social and Behavioural Change Communication training is timely and significant, as it equips Police PROs with essential tools to better manage public perception, counter misinformation, and engage citizens in a more empathetic and impactful manner,” he said.

The training, which targets PPROs from southern states, is designed to deepen their expertise in audience analysis, persuasive messaging, digital media engagement, and responsive policing. Emphasis is also being placed on strategies that help build stronger relationships with diverse communities.

Egbetokun stressed that police spokespersons must go beyond operational competence to develop refined communication skills that reflect professionalism and accountability.

The IGP also reaffirmed the Force’s commitment to proactive and citizen-driven policing, adding that capacity building, partnerships, and communication reforms remain at the core of modern policing in Nigeria.

The event is part of ongoing efforts to reposition the Police Force as a more people-centered and communication-savvy institution.
