FCTA TO BEGIN ENFORCEMENT ON GROUND RENT, LAND USE FEES DEFAULTERS FROM NOVEMBER 26

The Federal Capital Territory Administration (FCTA) has announced that it will commence enforcement actions against defaulters of Ground Rent, Land Use Change/Conversion fees, as well as Right of Occupancy (R-of-O) and Certificate of Occupancy (C-of-O) bills starting Wednesday, November 26, 2025.

Lere Olayinka, Senior Special Assistant to the FCT Minister on Public Communications and Social Media, disclosed this in a statement on Thursday.

The statement recalled that following an intervention by President Bola Ahmed Tinubu, the FCT Minister, Barrister Nyesom Ezenwo Wike, had in May granted defaulters 14 days to settle outstanding Ground Rent with applicable penalties. The grace period expired on June 9, 2025, over five months ago.

Similarly, the FCTA had issued notices in September 2025 on the revised Land Use/Purpose Clause, giving defaulters 30 days to pay a ₦5 million penalty and other applicable fees for Land Use Change/Conversion. Additional notices later granted a final 14-day grace period to comply with the terms of approval for land use change in highbrow districts including Asokoro, Maitama, Garki, and Wuse. This period ends on Monday, November 24, 2025.

The FCTA warned that enforcement will also target individuals who have purchased properties but have yet to obtain the mandatory Minister’s Consent and register their Deeds of Assignment.

The administration urged all property owners to regularize their payments and compliance before the enforcement begins.
