Osun State has emerged as the overall winner of the 2025 Primary Health Care (PHC) Leadership Challenge, marking back-to-back victories under Governor Ademola Adeleke. The governor has pledged to continue delivering good governance and tangible democratic dividends to the people of Osun.

Osun’s win follows its first-place triumph in the 2024 PHC Challenge, a national initiative designed to incentivize and recognize states that excel in primary healthcare delivery. The program is implemented by the Nigeria Governors’ Forum (NGF) in partnership with UNICEF and the National Primary Healthcare Development Agency (NPHCDA), with support from the Bill & Melinda Gates Foundation and the Aliko Dangote Foundation.
The PHC Leadership Challenge promotes stronger healthcare systems and equitable access to essential services, fast-tracking the implementation of the Seattle Declaration, signed by all governors in November 2019, which prioritizes primary healthcare, accountability, and measurable health outcomes.

Thirteen awards are presented annually, including recognition for the best performing and most improved states in each region, as well as the national overall winner. Osun State, which ranked 4th in the South-West in the inaugural 2023 edition, rose to first position in 2024, surpassing its previous ranking under the APC-led administration of former Governor Adegboyega Oyetola.
Governor Adeleke reinvested the $500,000 2024 PHC award into the state’s healthcare infrastructure, a strategy that contributed significantly to the state’s 2025 performance.
